INTERLIBRARY LOAN POLICY:
Knoxville Public Library receives Interlibrary Loan Service through Central Iowa Library Service Area and bases its Interlibrary Loan policy on those of the service area. Presently, the policy allows ordering on OCLC or SILO books costing less than $10.00 in value (list Price); and a library may request items copyrighted during the current calendar year. However, lenders are not obligated to fill requests for new materials or those costing less that $10.00. These policies may be revised from time to time so we will comply with whatever is current policy.
Interlibrary Loan requests will be made through the SILO system whenever possible. If the material cannot be found through SILO, then we will search OCLC to fill the request.
According to the State Library 1994 ILL cost-study, the cost of loaning an item by interlibrary loan is approximately $7.50. That cost does not reflect the dramatic increase in postal rates for libraries. The State Library reimburses lending libraries $2.00 per transaction. Patrons of the Knoxville Public Library are asked to pay $1.00 per item when the material is picked up to help cover the cost of postage. Patrons must have no overdue books or fines of over $2.00 and must have a current library card to use the Interlibrary Loan service.
Central Iowa Regional Library System reimburses the Knoxville Public Library for costs incurred to place requests on the OCLC interlibrary loan subsystem as follows:
1. Actual costs charged by OCLC/BCR for initiating a loan on the OCLC interlibrary loan subsystem.
2. Actual costs charged by OCLC/BCR for display holdings.
3. Actual costs charged by OCLC/BCR for one search for each interlibrary loan initiated.
4. Cost of no more than five minutes of OCLC WATS time per interlibrary loan initiated.
