Biographical/Historical: Garland R. Quarles Elementary School was opened Sept. 19, 1955. The school cost $326,931 to build and is situated on S. Loudoun St. in Winchester. It was named after Garland R. Quarles, who had served as the superintendent of Winchester Public Schools. The school opened with 325 students and is still in operation.
