- To encourage the interest in, and the expansion of, the resources, equipment and physical facilities of the Bladen County Public Library.
- To allow for participation by interested patrons in library related events such as programs, exhibits, and publications.
- To increase public awareness by educating students, general public, and public officials about the services and benefits the Bladen County Public Library offers.
- To solicit gifts of books, materials, manuscripts, and financial contributions above and beyond the library's annual budget, enabling the Bladen County Public Library to remain in a continual state of growth and progress.

Friends shall be students 17 years of age and younger interested in the purpose. They shall not have voting rights.
Friends shall be individuals interested in the purpose. They shall each have one voting rights.
Special Friends shall be organizations, corporate sponsors, and other individuals interested in the purpose. Organizations and corporate sponsors shall have one voting right per group.
Contributions are tax deductible and will be used with the purpose of this organization. The expenditure of Friends of the Public Library donations will be determined by a joint consensus of the Library Trustees, the Friends of the Public Library and the Director or Chief Librarian.
In kind contributions, such as book collections must meet with the approval of the Director or Chief Librarian before being accredited to the Friends of the Public Library account. Without the Director or Chief Librarian's approval, in kind donations will not be recognized by the Friends of the Public Library organization.
All non cash contributions become the sole property of the Bladen County Public Library and will be disposed of as the Director of Chief Librarian and the President of the Friends of the Library determine.
Non-cash gifts with restrictions (e.g. gift book collections that continue under the ownership of the donor, or gift book collections that must remain in the library in perpetuum may be refused).
All restricted cash contributions shall be spent according to the donor's wishes (e.g. a $100 gift for books on European history will be spent on books relating to European history). All unrestricted or undesignated cash gifts will be spent according to the Friends of the Public Library and the Director's determination.
